No criminal charges for police after man injured during arrest

SIU investigators found ‘no reasonable grounds’ to charge Halton Regional Police officer after making arrest near Guelph

There are “no reasonable grounds” to believe police broke the law during an arrest near Guelph in November that left a 45-year-old man with a concussion and fractured rib, the Special Investigations Unit (SIU) announced Tuesday.

The injured man is one of four people arrested during a stolen 26-foot long U-Haul truck investigation that began in the area of Guelph Line in Milton and ended with a crash in the area of Highway 7 and Wellington County Road 29, where “a tire deflation device” was used. 

In the rear of the U-Haul, police discovered a stolen Ford Taurus with a man behind the wheel, the SIU explains in Tuesday’s news release.

“The subject official tasered the man and another officer punched the man several times in the head. He was handcuffed and removed from the back of the truck,” it states. 

“The Special Investigations Unit found no reasonable grounds to believe a Halton Regional Police Service officer committed a criminal offence in connection with the concussion and fractured rib suffered by a 45-year-old man.”

Two other male suspects fled on foot, while a third carjacked another vehicle and crashed it a short distance away. 

The SIU conducts criminal investigations into allegations involving police officers in Ontario reported to involve serious injury, death and/or sexual assault. Its investigations can result in charges being laid against police.
