Council to consider approving design-builder for new ops centre

CENTRE WELLINGTON – The Township of Centre Wellington may have its designer and construction manager for an upcoming new operations centre.

A report going forward at a meeting on Monday recommends Centre Wellington council award a $1.4 million contract to Ball Construction Ltd. to provide design build and construction management services for the construction of the new operations centre. 

In 2021, the township bought a 20-acre site at 965 Gartshore St. in Fergus for a new operations centre to replace six aging and at capacity buildings. 

The new operations centre would house multiple township departments including public works, engineering, water services, parks and recreation, information technology, planning and development, and vehicle and equipment storage. 

The vendor, referred to in the report as the design-builder, will have “sole responsibility for all necessary design build and construction management services which, for this project, will be separated into two phases.”

The first phase will have the design-builder produce a detailed design, budget estimates, tender drawings and documents, and use procurement tools in compliance with township policy. 

As part of phase one, township staff with the design-builder will develop a guaranteed maximum price for construction that will need to be brought forward to council for review and approval prior to proceeding with full construction.

The project has previously been estimated to cost $28.5 million but this was based on 2021 pricing. 

The second phase would see the design-builder see the project is built to the right quality, cost control, health and safety, budget and schedule. 

Milestones predicted in the report include a cost estimate and pre-construction activities in the fall, construction beginning in 2025 and the project completed by the end of 2026.

Council will consider this at a meeting on Monday.
