ELORA/SALEM – A housing developer is taking Centre Wellington and the County of Wellington to the Ontario Land Tribunal (OLT).
The township and county failed to make a decision on Cachet Development’s application to build over 250 housing units at 75 Woolwich St. E. in Elora/Salem within the statutory 120 days, according to an appeal letter filed with the OLT, and therefore the developer has filed a notice of appeal to get it approved.
Cachet had first filed a zoning application with the township and a draft plan of subdivision application in July 2022 and revised the application the following July.
This revision saw Cachet propose to build 152 single homes and 117 street townhouses for a total of 269 units, down from the 296 initially pitched.
The site is known as the Clayton property and is in Salem, near Salem Public School, with frontage on both Irvine Street and Woolwich. There are no existing buildings on the property.
At one point, this property became part of Centre Wellington’s urban boundary due to a provincial direction adding over 1,000 acres to the urban boundary in Wellington County’s towns. This move was later walked back by the province and the property was not included in the township’s settlement area boundary expansion proposal.
The appeal letter said it is the opinion of the developer that the proposal conforms with applicable planning policies, provides a mix of housing options and can easily have municipal services.
