New five-storey building proposed for Downtown Fergus

FERGUS – A five-storey mixed-use building is being proposed for Downtown Fergus. 

A report shows MMDG Health Services Inc. has applied for a zoning bylaw amendment that would facilitate a new five-storey building at 223 St. Andrew St. E. at Gowrie Street North.

At the site presently is an existing two-storey single detached dwelling and accessory shed on the property that is proposed to be demolished. 

A cover letter by planning consultant Pierre Chauvin, of MHBC Planning, stated a total of two commercial units and 17 residential units are proposed. 

“Access to the proposed development will be provided from Gowrie Street North via a driveway, with vehicular parking provided in the form of 12 surface spaces,” Chauvin’s letter said. 

“Private amenity space will be provided for residential units in the form of balconies.” 

Under the Township of Centre Wellington’s Official Plan, the property is in the central business district, zoned C1, which permits a maximum height of three-storeys. 

“Ultimately, the proposed development is intended to help increase housing stock, provide more housing options, and support live-work opportunities in Downtown Fergus that will contribute to the local economy,” a planning justification report stated. 

A heritage impact assessment noted there is potential adverse impact of land disturbances to 233 St. Andrew St. E. due to its close proximity to the proposed development and therefore recommends the following measures to address land disturbance impacts: 

  • Completion of a vibration monitoring plan to determine if a vibration monitoring plan is required
  • Certification by an engineer that the development will be constructed in a manner that avoids impacts related to grading and run-off
  • A temporary construction fence be erected
  • Material storage and parking of equipment be prohibited in the immediate area. 

An arborist report noted two trees on the property are in poor health and two other trees conflict with the development and are suggested to be removed. All other trees can be retained so long as measures are taken to protect them.

This development joins another five-storey mixed-use building proposed for the other end of St. Andrew Street at a former medical office. This development has not seen a public meeting and no date has been set.

A public meeting date for the 223 St. Andrew St. E. development has yet to be determined also.
